He was born on 22nd November 1972 in Szczecin.
In 1997 he graduated in German philology from the Faculty of Humanities of the University of Szczecin. He also completed a postgraduate course on European integration in the National School of Public Administration in Warsaw. In 1996 he was a DAAD fellow in the University of Greifswald, in 1998 – ÖAD fellow in the University of Vienna. Between 2001 and 2002 he was a fellow in the Humboldt University in Berlin, jointly with a parliamentary training in Bundestag. He was also a US State Department scholar within the frames of the Visitor Leadership Program (2008).
From 1998 to 2006 he worked as a sworn translator of German – expert witness. Between 2004 and 2006 he was a lecturer of German language in the Higher School of Public Administration in Szczecin. Simultaneously, he held the position of the director of the Polish Communes Association of Pomerania Euroregion. Between 2009 and 2011 he was a scientific consultant to the President of the National Academy of Public Administration in Kiev, Ukraine.
2006–2011 he was a deputy to Zachodniopomorskie Provincial Parliament, between 2006 and 2008 he held the post of the Province marshal. He was the chairman of the Convention of Province Marshals of the Republic of Poland, an advisory body to the Union of Provinces of the Republic of Poland. He was active in the European regional structures.
He is a member of Szczecin Rotary Club, State Alumni Member, IPS Alumni Polska and Humboldt Universität Alumni.
Member of the Civic Platform Party of Poland.
Married, has two children.
