He was born on 17 February 1960 in Proszowice.
In 1987, he graduated from the Faculty of Law and Administration of the Jagiellonian University in political science. In 1995, he received a PhD, and a post-doctoral degree in 2005. In 2013, he was granted the title of
Professor of Humanities by the President of the Republic of Poland.
In the years 1982-1983 and 1986-1988, he worked as a teacher at the Primary School No. 1 and at the School Complex in Proszowice. In 1988, he started to work at the Jagiellonian University where he was subsequently employed at the position of an assistant, assistant professor, and associate professor. In 2008, he took up the position of the director of the Institute of Political Sciences and International Relations at the said university. In the same year, he became a professor of the Jagiellonian University. He is a member of the Centre for Political Thought. He was a lecturer at the East European State Higher School in Przemyśl, Andrzej Frycz Modrzewski Krakow University and Jesuit University Ignatianum in Kraków.
He is the author and co-author of several books and several hundred scientific articles.
Member of the Law and Justice party.
