He was born on 9 November 1958 in Grodziczno.
He graduated in political sciences from the Faculty of Social Sciences of the University of Gdańsk, and in catholic social teaching from the Gdańsk Theological Institute, Branch of the Catholic University of Lublin in 2012. In the years 1979-1991, he worked as a mechanic, technical manager and deputy director of Spółdzielnia Transportu Samochodowego (a road transport cooperative group) in Nowy Dwór Gdański. In 1991, he started working as a journalist and became the owner and editor-in-chief of the ‘Gazeta Żuławska’ newspaper in that town. Between 1997 and 2000, he was the editor-in-chief of the ‘Gazeta Elbląska’ newspaper in Elbląg. In 2001-2006, he worked as the Head of Stanisław Gorczyca’s deputy office in Elbląg. In the years 2007-2015, he served as Head of the Elbląg Regional Office of the Warmińsko-Mazurskie Voivodeship Office of the Marshal in Olsztyn. During this period he served as the Voivodeship Marshal’s representative to the consortium for the construction of a canal linking the Vistula Lagoon and Gdańsk Bay, the Chairman of the Revitalisation of the International Seaway E 70 Team (MDW), a member of the steering committee of the ‘Pętla Żuławska’ project, the Deputy Chairman of the Lower Vistula Water Management Regional Council, a member of the Council for the Promotion of Inland Waterway Transport at the Ministry of Infrastructure and Development and a member of the MDW E 40 revitalisation team in Poland.
He served as a Councillor of the Elbląg City Council (2002-2015), and its Chairman (2010-2013) and Deputy Chairman (2007-2010, 2014-2015).
He co-founded the Stowarzyszenie Miłośników Żuław ‘Klub Nowodworski’ (Żuławy Supporters Association) and is a member of ‘Bursztynowe Wybrzeże’ Association, a member of the management board of SEKA Authors Club Association in Elbląg, the President of Local Tourism Organisation ‘Kraina Zalewu Wiślanego’ and the Deputy Chairman of the Regional Tourism Organisation Szlak Wodny im. Króla Stefana Batorego. For his contributions to the development of waterways and sailing, he was awarded the Pro Mari Nostro Cross and Haller’s Ring.
Member of the Civic Platform party of Poland, serves as the Chairman of the Poviat Board of this party in Elbląg.
