He was born on 1 July 1939 in Łódź.
He graduated in law from the University of Lodz (1957-1962). In the years 1962-1965, he completed his legal training and began working at the Public Prosecutor’s Office. He completed his PhD studies at the University of Lodz (1965-1969). He defended his doctoral (1969) and post-doctoral (1976) dissertation in legal sciences at the same university. Since 1990 he has been employed at the University of Lodz as a full professor and between 1997 and 2018 he also worked for the University of Economics in Katowice. He was the rector of the University of Lodz in the years 1990-1996. He engaged in scientific and teaching activity in the field of Polish and European labour law. As a visiting professor, he lectured at universities in: France, Canada, Sweden, United Kingdom, Spain, Switzerland and Japan. He is an author of over 190 scientific publications (including several dozen in foreign languages).
Member of domestic and foreign scientific associations (between 2009 and 2012, he was the President of the International Association for Labour and Social Security Law). He has co-chaired the Scientific Council of Société Historique et Littéraire in Paris since 2008.
He served the following public functions: President of the Conference of the Rectors of the Polish Universities (1990-1996), member of the Legislation Council by the Prime Minister of the Republic of Poland, member of the Pontifical Council for the Laity (1996-2006), Honorary Consul of France in Łódź (1998-2005), Chairman of the government Codification Commission of Labour Law (2003-2007), Minister of National Education and Minister of Science and Higher Education (2005-2007).
Awarded with Polish (Knight’s Cross and Officer’s Cross of the Order of Polonia Restituta), French (Chevalier dans l’Ordre national du Mérite, Les Palmes Académiques) and Japanese (Order of the Rising Sun, Gold and Silver Star) decorations and the Papal cross Pro Ecclesia et Pontifice as well as Honorary Badge of the City of Łódź. In 1997, he obtained his honoris causa PhD title of Jean Moulin University Lyon 3. He was awarded with the Łódź City Award (2011).
In the 8 th and 9 th term Senate, he was the Chairman of the Human Rights, the Rule of Law and Petitions Committee.
He has no political party affiliation.
