He was born on 24 August 1960 in Pierściec.
In 1986 he graduated from the Faculty of Mining of the AGH University of Science and Technology in Kraków and in 1998 he completed post-graduate studies at the Higher School of Banking and Finance Katowice, majoring in municipal finance management.
In the years 1986-1993, he worked for Przedsiębiorstwo Robót Górniczych in Jastrzębie-Zdrój (mining enterprise) as the Deputy Manager of the Mining Work Department. In the years 1993-1998, he was the President of the Mining Housing Cooperative in Cieszyn.
In the years 1998-2005, he served as a Councillor of the Cieszyn Poviat Council and between 1999 and 2005 he served as the Deputy Staroste of this Poviat.
In the 8 th term Senate, he served as the Secretary of the Senate. In the 9 th term Senate, he served as the Deputy Chairman of the National Economy and Innovativeness Committee.
He volunteers for many organisations, including the Robert Schuman Institute, Habitat for Humanity in Gliwice and others.
Member of the Law and Justice party.
