Born on 30th July 1951 in Lubaczów.
He graduated from the Faculty of Law and Administration at the Maria Curie-Skłodowska University in Lublin in 1973. In 1982 received a PhD degree in law at that university, and in 1997 – the doctor habilitated degree at the University of Gdańsk. In 1997 received the associate professor degree and in 2004 was awarded the title of a professor. In 1978 he completed his judge training.
He is a university teacher. Since 1973 he has lectured at the Maria Curie-Skłodowska University in Lublin, and since 1997 also at the Catholic University of Lublin. From 2003 to 2005 he was the rector of the Higher School of Finance and Banking in Radom. Between 1992 and 1997 he was the owner of Biuro Ekspertyz i Doradztwa Prawnego (expert and legal advice office), and since 1997 has been running a law office.
From 2005 to 2006 he was a member of the Codification Committee of the Ministry of Justice (the Team for the development of the act on the European cooperative), and since 2006 to 2007 he was a member of the team appointed by the President of the Republic of Poland to draft the cooperative law act.
Between 2006 and 2007 he was a representative of the President of the Republic of Poland and a member of the Polish Financial Supervision Authority, and in 2006 – of the Insurance and Pension Funds Supervisory Authority. In 2010 he held a seat on the National Development Council under the aegis of President Lech Kaczyński.
He is the chairman of the Research Board of Spółdzielczy Instyt Naukowy (Cooperative Research Institute) in Sopot as well as of the councils of the "Campus" foundation in Stalowa Wola and the "Signum Temporis" foundation in Pysznica. He is also a member of the Founding Committee of Lech Kaczyński Social Movement in the Lubelskie Province.
