He was born on 18 May 1957 in Kłodzko.
In 1983, he graduated from the University of Wrocław and obtained his Master’s degree in philosophy, and in 1985, his Master’s degree in cultural
studies.
As a student, he chaired the Independent Students’ Association of the University of Wrocław. After 1989, he headed the Centre of Social
Research of RKW NSZZ ‘Solidarność’ in Lower Silesia. He headed the Krajowa Konferencja Komitetów Obywatelskich (National Conference of
Citizens’ Committees).
For over a year, he worked at the Wrocław-Brochów motive power depot as a junior train driver, and then became an adjunct of the Polish
State Railways. In 1978-1979, he worked at State Cereals and Milling Undertakings in Wrocław. In 1985, he engaged in research at the Academy
of Economics, the Institute of Sociology and Social Policy, and then at the Institute of Cultural Studies and Sociology of the University of Wrocław.
Between 1990 and 2001, he was the President of Wrocław.
From 2007 to 2014, he was the Minister of Culture and National Heritage. He is an Honorary Citizen of Wrocław. He has the title of doctor honoris causa of the Academy of Fine Arts in Wrocław. He was awarded, among others, the Golden Cross of Merit of the Republic of Poland and the Officer’s Cross of the Order of Polonia Restituta. He received many awards in various EU states, including the Commander of the Legion of Honour (France), the Commander with a Star (Norway), the Grand Cross of the Order of Merit (Portugal), the Commander of the Order of Saint-Charles (Monaco), the Knight Grand Cross of the Order of Orange-Nassau (the Netherlands). He was also awarded the Order of the Rising Sun – Gold and Silver Star presented by the Emperor of Japan.
