He was born on 27 July 1964 in Kielce.
In 1988, he completed the second-cycle programme of studies at the Faculty of Law and Administration of the University of Lodz.
In 2013, he was awarded a PhD degree in political and law doctrines at the Faculty of Law and Administration of the University of Lodz. He is an academic teacher at the University of Lodz, in the Department of Political and Law Doctrines, and Associate Professor at that university. He is the founder and Director of the European Centre for Political System Research at the University of Lodz.
For three terms he served as the Minister of Culture and National Heritage, in 2000-2001, 2005-2006 and 2006-2007.
He is the President of the Foundation for Polish Science, a member of the Polish Association of Constitutional Law, a member of the Board of Curators of the National Ossoliński Institute and a member of the Advisory Committee of the European Network Remembrance and Solidarity. He also presides over the Programme Board of the ‘Remembrance and Future’ Centre in Wrocław.
He has no political party affiliation.
