He was born on 4 January 1971 in Gdańsk.
In 1996, he graduated from the second-cycle programme of studies at the Faculty of Social Sciences of the University of Gdańsk.
In 2012, he completed post-graduate studies at the Faculty of Finance and Management of the WSB University.
In the years 1996-1997, he worked for Bankowe Towarzystwo Ubezpieczeń i Reasekuracji HEROS-LIFE S.A. (insurance and re-insurance company), and was later the Director of STU ERGO HESTIA S.A. (insurance company) in Sopot between 1997 and 2002.
In 1994-1998, he sat on the Pruszcz Gdański City Council as its Deputy Chairman. In 1998, he became a Poviat Councillor and the youngest Poviat Council Chairman in Poland. In 2002, he won the election for the Poviat Council and became the Deputy Staroste of Gdańsk the same year. From 2005 to 2010, he was the Deputy Mayor of Pruszcz Gdański. Between 2010 and 2018 he was elected as a member of the Pomorskie Voivodeship Board. Following the 2018 elections, he was appointed to serve as the Deputy Marshal of Pomorskie Voivodeship.
Until 24 October 2019, he was the President of the Association of Polish Regions in the Baltic–Adriatic Transport Corridor.
