He was born on 27 May 1953 in Sokołów Małopolski.
In 1977, he graduated from the Faculty of Land Surveying and Agricultural Equipment of the University of Agriculture in Kraków. From 1977 to 1992, he worked as a land surveyor at the Voivodeship Office of Geodesy and Agricultural Land in Rzeszów.
From 1992 to 1998, he was the Mayor of the Sokołów Małopolski Town and Municipality. Then, he worked in the Rzeszów Regional Branch of the Agricultural Property Agency of the State Treasury as the Deputy Director. In 1999, he was elected to the Poviat Council in Rzeszów. From 1999 to 2005, he served as the Staroste of the Rzeszów Poviat.
From 2002 to 2006, he was a member of the Joint Commission of Government and Local Government.
In the Sejm of the 5 th term, he was the Deputy Chairman of the Public Finance Committee.
He was awarded numerous prizes and distinctions for his activities at the local level. He received the prestigious Grzegorz Palka award, known as the ‘Local Government Oscar’.
Member of the Law and Justice party and its Political Committee.
