He was born on 12 August 1957 in Brusy.
In 1984, he graduated from the second-cycle programme of studies at the Faculty of Mechanical Engineering of the Koszalin University of Technology. In 2002, he completed post-graduate studies at the Faculty of Organisation and Management of the University of Gdańsk. In 2010, he obtained the title of Doctor of Humanities at the Faculty of Political Science and Journalism of Adam Mickiewicz University in Poznań, having defended his doctoral dissertation ‘Policy to Support Small and Medium-Sized Enterprises’.
In the years 1987-1990, he worked for Rolnicza Spółdzielnia Produkcyjna ‘Radunia’ (agricultural production cooperative) in Somonino, then from 1990 to 2005, he was the President of P.P.U. IZOBUD.
From 1998 to 2002, he was a Councillor of Municipality Somonino, and then for three years he sat on the Kartuzy Poviat Council.
Throughout his career as a Deputy he was associated with the Infrastructure Committee. He served as the Deputy Chairman of the Standing Subcommittee on Rail Transport and Post, Deputy Chairman of the Standing Subcommittee on Air Transport, Maritime Economy and Inland Navigation, and Chairman of the Ad Hoc Subcommittee for considering the government bill to amend the Act on Inland Navigation and the Technical Supervision Act.
Member of the Civic Platform party of Poland.
