Born on 13th July 1945 in Wysocko Wyżne in Ukraine.
Graduated from the Faculty of Humanities of the Higher School of Teacher Education (at present Jan Kochanowski University) in Kielce in 1992.
He began his professional career in 1960s in Gorzowskie Przedsiębiorstwo Budownictwa Przemysłowego (an industrial construction company) in Gorzów Wielkopolski where he worked as, among other things, the manager of the Export Department. Worked in “Budimex” Construction Industry Foreign Trade Centre as, among other things, a plenipotentiary of the building contracts ambassador in the German Democratic Republic in the 1980s. Former chairman of the  Management Board in Przedsiębiorstwo Budowlano-Usługowe Interbud-West sp. z o.o. (a construction and service company) in Gorzów Wielkopolski (1990–2005); chairman of its Supervisory Board since 2005.
Owner of the “Władkom. Władysław Komarnicki” company since 2009. Member of the Supervisory Boards of “Energoinstal” in Katowice (since 2011) and Speedway Extraleague in Bydgoszcz (since 2013).
2014−2015 – a deputy and a deputy chairman of Lubuskie Provincial Parliament.
Co-founder of the National Chamber of Construction (est. 1990) in Warsaw and member of its management board until 2005. 2005−2011 – a member of the Management Board of the Western Chamber of Industry and Commerce in Gorzów  Wielkopolski.
2009–2011 − the marshal of Lubuskie Economic Council.
Honorary member of the Association for People with Autism and St. Camillus Hospice Association in Gorzów Wielkopolski. Honorary chairman of Klub Sportowy Stal Gorzów Wielkopolski (a sport club); 2001−2012 – a deputy chairman and  subsequently the chairman of the club. Member of the Management Board of the Lubuskie Association for Energy Development in Zielona Góra.
Member of the Civic Platform Party of Poland.
Married, has two children.
