Born on 23rd November 1944 in Boryslav (Ukraine).
1968 – graduated from the Faculty of Electrical Engineering at Silesian University of Technology in Gliwice. Obtained the degree of doctor in 1974 and the degree of doctor habilitated in 1983 in technical sciences. Obtained the scientific title of
professor in 1998. 1980–1981 – visiting scholar at Technical University Delft in the Netherlands. Collaborates with German and Czech technical universities in Ostrava, Stuttgart and Würtzburg.
Between 1968 and 1971 was teaching assistant at the Silesian University of Technology and then, from 1971 to 1975 – at Silesian University in Katowice. Became senior lecturer at the Higher Engineering School in Opole in 1975. 1977–2004 – the head of the Department of Electromechanical System Automation and Diagnosis and then the director of the Institute of Electromechanical Systems and Industrial Electronics. Was elected rector of the Higher School of Engineering in Opole in 1990 and held that position for two terms until 1996. Transformed that school into Opole University of Technology and served as its rector from 1999 to 2005, also for two terms.
Appointed to the Central Council on Higher Education in 1996 and (until 1999) served there as a deputy chairman of the Section on Technical Higher Educational Institutions and the head of the Team on the Quality of Education in Higher Educational Institutions. Represented the Minister of National Education as the coordinator of the steering committee of PHARE Programme of Cooperation in Higher Education (1998–2000) and of the Multilateral Higher Education Cooperation Programme (2000–2002).
2002–2005 – a deputy to Opole Provincial Parliament.
Author of 5 books, 4 monographs and over 130 scientific articles. Member of the Polish Academy of Sciences Electrical Engineering Committee and Polish Society of Theoretical and Applied Electrical Engineering.
Member of the National Defence Committee and the Science, Education and Sports Committee in the Sixth Term Senate. Deputy chairman of the Science, Education and Sports Committee and member of the National Defence Committee and the Human Rights, the Rule of Law and Petitions Committee in the Seventh Term Senate. Deputy chairman of the Science, Education and Sports Committee and a member of the Legislation Committee in the Eight Term Senate, was also the  First deputy chairman of the Council of Europe Parliamentary Assembly.
Member of the Civic Platform Party of Poland, the chairman of Opole district of this party.
Married, has two children.
