Born on 1st July 1939 in Łódź.
In 1962 he graduated from the Faculty of Law of the University of Łódź. In 1969 he received a PhD in law, and in 1976 – a title of doctor habilitated. In 1987 he received a promotion to associate professor, and in 1990 he became a professor in the University of Łódź.
Between 1962 and 1965 he completed prosecutor training and worked in the Prosecutor's Office in Łódź. From 1970 he has been working in the University of Łódź, as a lecturer of the labour law and the European social rights. Between 1984 and 1987 he held the office of dean of the Faculty of Law and Administration, and in the years 1990–1996 he was the rector of the University. Between 1996 and 2005 he lectured in the Salesian School of Economics and Management in Łódź. Since 1997 he has been working as a professor in the University of Economics in Katowice. As a visiting professor he also lectured in the universities of France, Canada, Sweden, Great Britain, Spain, Japan and Switzerland.
In 2005 and 2006 he held the position of the Minister of National Education, and from 2006 to 2007 – Minister of Science and Higher Education. He held a chair in the Legislation Council of the Prime Minister and chaired the governmental Labour Law Codification Committee (2003–2006).
His works include over 160 publications, a number of which were published in foreign languages. He is a member of national and international scientific associations. Between 2000 and 2003 he was a vice-chairman of the International Association for Labour Law and Social Security, and since 2009 he has been the chairman of the Association. He belongs to International Academy of Comparative Law. He is a co-chairman on the Scientific Council of Société Historique et Littéraire Polonaise in Paris.
Between 1990 and 1996 he chaired the Polish Universities Rectors Conference. He was also an honorary consul of the Republic of France in Łódź (1999–2005), a member and chairman of the National Lay Catholics Council (1997–2005) and a member of the Pontifical Council for the Laity (1996–2006).
He received a Cavalier's Cross and the Officer's Cross of the Order of Polonia Restituta, French orders: Chevalier de l’ordre national du Mérite, Commandeur de l’ordre national du Mérite, Les Palmes Académiques, as well as the pontifical cross Pro Ecclesia et Pontifice.
