Born on 22nd June 1952 in Krosno.
He graduated from the Faculty of Law and Administration of the University of Wrocław in 1976.
Between 1976 and 1978 he took a judge training at the Provincial Court in Przemyśl and passed his judge exam in 1978. Then, between 1979 and 1982, he took a bar training in the District Bar Council in Rzeszów and passed his barrister exam in 1982.
He is a barrister. Between 1982 and 1991 he worked in the Law Firm no. 1 in Przemyśl, and since 1992 he has run his own law firm.
Between 1990 and 1998 he was a member of Przemyśl City Council, and between 1990 and 1997 – the chairman of the Council. 1990–1998 – deputy to Przemyskie Provincial Parliament. Deputy to Podkarpackie Provincial Parliament for three terms in years 1998–2011. During the 1998–2002 a vice-chairman, and in the years 2006–2010 – the chairman of this Parliament. Between 2006 and 2011 he was a delegate of Podkarpackie Provincial Parliament to the Union of Provinces of the Republic of Poland .
Between 1983 and 1990 he was a secretary of the District Football Board in Przemyśl. 1987– 1989 – member correspondent of the Helsinki Committee in Poland. Between 1989 and 1990 he held a seat in the Presidium of the Provincial Council of the Citizens’ Electoral Committee of Przemyskie Province Solidarność (Solidarity) and was deputy chairman of the Committee.
In 1989 he was a deputy chairman of the District Electoral Committee.
He is a member of Stowarzyszenie Pamięci Orląt Przemyskich (Przemyśl Young Defenders of 1919–1921 Remembrance Association), the Lwów and South-Eastern Borderlands Friends Association, the Przemyśl Friends of Science Association, the Przemyśl Skiing Association and the "Czuwaj" Sports Club in Przemyśl.
Member of the Law and Justice political party, holds a seat in the party’s district board.
Married, has five children.
