Born on 11th January 1949 in Drewnica.
He graduated from the Faculty of Production Economics at the University of Gdańsk.
Between 1966 and 1974 worked as an accountant and financial inspector at the State Agricultural Farm Inspectorate in Elbląg. From 1974 to 1975 he was the chairman of the Economic Planning Committee in Nowy Dwór Gdański, and since 1975 to 1981 worked at the Elbląg Province Office. From 1981 until 1986 he was a secretary of the Municipal Committee of the Polish United Workers’ Party in Elbląg. 1986–1990 he was the chairman of housing cooperatives in Elbląg.
Between 1994 and 1997 member of Elbląg City Council, and from 1994 to 1998 – mayor of this city. Between 1998 and 2000 he was a deputy to Warmińsko-Mazurskie Provincial Parliament.
Member of the management board of Fundacja Pomocy Dzieciom Niepełnosprawnym im. Matki Teresy z Kalkuty (Mother Teresa Foundation for Disabled Children), a member of Lions Club, Polski Związek Wędkarski (Polish Angling Society), Polski Związek Filatelistów (Polish Philatelists Union) and Stowarzyszenie Rzeczpospolita Obywatelska (Civic Republic Association).
In the Third, Fourth and Sixth Term Sejm he held the position of deputy chairman of Local Government and Regional Policy Committee, and in the Fifth Term Sejm he was its member. In the Third Term Sejm he worked in the Development, Construction and Housing Policy Committee and the Standing subcommittee for regional policy. In the Fourth Term Sejm was a member of the Public Finance Committee, and in the Sixth Term Sejm – of the Rules and Deputies’ Affairs Committee; he held a seat in the standing subcommittee for local self-government finances.
